Jinja Market Upgrading Feasibility Study

This project, which began in 2012, sees the Federation assess the feasibility of upgrading markets in the town of Jinja. This forms part of a Market Upgrading project to take place in Jinja, Nakawa and Mbale. The project aims to develop legal and economic templates to be used when scaling up projects. To date surveys have been completed in Kinawataka (land to be used for market redevelopment) and Walukuba (land to be used for a training centre). Land surveying and title processing has been done by engaging Kinawataka market stall owners and tenants. The survey data has been given to the Jinja and Nakawa municipal councils and to architects and engineers for analysis. Surveys were conducted with the assistance of municipal officials who gave political and technical support. Officials from the Ministry of Lands, Housing and Urban Development (MLHUD) have also been consulted and together with the Alliance and other stakeholders have developed a concept paper detailing upgrades. If upgrades prove to be beneficial for the Alliance, market stall holders and municipalities, the project has the potential to be expanded.

Deliverables:

assessments of the feasibility of the upgrade of markets in Jinja, Nakawa and Mbale to comunity resource centres in an inclusive and financially sustainable manner. The Kinawataka and Walukuba surveys have been completed. The survey data has been given to the Jinja Municipal Council and the architect for further analysis. 

Scale:

Scalability is achieved through the development of the legal and economic templates for upgrades that are mutually beneficial to the non-governmental organisation (NGO), market stall holders, the Federation and the municipality. If this is clearly demonstrated, municipalities will want more and similar upgrades done. These models could then potentially be taken to other similar environments in East Africa. 

Impact:

If the markets can be successfully (read inclusively and sustainably) upgraded, these projects will provide an alternative and commercially sustainable approach to the upgrading of certain areas within slums. Going through the land surveying process and title processing brings the Federation into a closer partnership with the Municipality and formal urban development institutions.

The State subsidy in this project was in the form of technical support from the municipality. The surveys were conducted with the assistance of officials from the municipality and division leadership.

Detailed Information

The Ugandan Alliance of National Slum Dweller’s Federation of Uganda (NSDFU) and AcTogether embarked on this project in 2012. It responded to the need to assess the feasibility of upgrading markets in Jinja, Nakawa and Mbale to community centres, in order to create an inclusive and financially sustainable upgrading approach.  

Deliverables:

The completion of surveys which would be the basis for the feasibility reports and the subsequent completion and sharing of the reports with the relevant municipal officials. 

Scale:

The intention was to utilise this project as the basis upon which legal and economic templates could be developed to guide future upgrades in a manner that will be mutually beneficial to the NGO, the market stall holders, the Federation and the municipality. If this mutual beneficence was clearly demonstrated, municipalities would want more and similar upgrades to be undertaken. These models could then potentially be taken to similar environments in East Africa. 

Impact:

The completion of formal land surveying and title processing would strengthen the relationship between the Federation, the municipality and formal urban development institutions.

Market Generated Returns:

The drive to make these proposed projects profitable was so that a profit could be turned to allow, firstly, for cross-subisidisation of the slum upgrade, and; secondly, to move the NGO closer to becoming financially sustainable. This will eventually place the NGO in a position to take a commercial loan and repay it in full, within the required margins. This is in comparison to the status quo, which relies on subsidised loans and grants.
