Toilet Construction in Malawi Secondary Cities: Zomba

The Malawi Sanitation project, which began in 2010, aims to construct one hundred (100) toilets in the towns of Salima, Mulanje and Zomba. The project forms part of a larger Federation initiative to increase access to ecosan toilets for areas where the Federation has a presence. Construction is funded by sanitation loans, which will be repaid by community members.
Location: Zomba, MalawiTo date more than one hundred and fifty (150) ecosan toilets have been constructed across the three towns. In Zomba, three (3) ecosan toilets have been constructed.
Community capacity:Exchanges to Mulanje helped Zomba Federation members understand the technology of ecosan, the project beneficiary areas supporting the process.
To increase the repayment rates for its loans and ensure the continued support for the poor, the Mchenga Fund conducted training for Federation Loan Officers. A total of twenty-five (25) loan officers were trained. The officers were trained in the districts of Blantyre (6), Mulanje (5), Lilongwe (7) and Mzuzu (7). The officers are expected to improve the efficiency of the fund and increase poor people’s access to soft loans for sanitation.
Scale:Project activity is now being undertaken in Karonga, Chitipa, Chiradzulu, Lilongwe and Ntcheu. The focus is now on facilitating access to ecosan toilets for household within which the Federation exists.
There has also been an increase in interest in the project from other Federation groups. Requests have also come in for similar demonstration toilets in various districts such as Chiradzulu for example. In these districts, a number of members have started saving the deposits required to access the sanitation loans.
Impact:As a result of the Alliance’s work on sanitation, the National Sanitation Policy makes provisions for the use of ecosan toilets. The technology is increasingly recognized by Government as a cheap and environmentally friendly alternative for basic sanitation. This means that the project can be scaled up as a solution to the sanitation challenge.
Finance: SDI Contributions:SDI contributed US$30,000.00
Resources Leveraged:The Federations were able to leverage land and bricks from Traditional Leaders in the Karonga, Chitipa and Ntcheu districts upon which demonstration toilets could be constructed.

Detailed Information
The intention was to construct one hundred (100) ecosan toilets in Salima, Mulanje and Zomba. The project has spread to other cities and:
- seventy-eight (78) toilets have been constructed in Blantyre;
- eighteen (18) toilets have been constructed in Lilongwe, and;
- thirteen (13) toilets have been constructed in Chikhwawa.
The community was to participate in this project through their respective savings groups. A key challenge, however, is that Federation members are also contributing to three other savings schemes administered by the Federation.
Scale:It is important to note that much of the scaling up process is demand driven. Such demand is usually triggered through Federation meetings at district and regional level where information is shared on developments in various districts. Thus, the Federation systems are key to the sharing of the ecosan innovation.
Impact:The project has demonstrated innovative ways- such as the use of sanitation loans- to improve access to sanitation by the urban poor. This has resulted in a growing recognition of the Federation's sanitation delivery systems as the most efficient way of providing services to low income groups.
Finance: SDI Contributions:SDI contributed US$30,000.00. Of this amount, US$6,000.00 went towards project-linked technical costs.
Resources Leveraged:Land and bricks were leveraged from Traditional Leaders.
State Subsidy:The State contrtibution was in the form of the land and bricks which were provided through the Traditional Leaders.
Market Generated Returns:None to date.
Costs recovered from community:There has been a substantial increase in both savings and participation in the three districts. The increase in membership and participation in the Federation activities is partly attributed to the fact that the toilets have also been an effective community mobilization tool for the savings groups.
Each district is using Mchenga revolving fund finances.
